Computer turns on but monitor receives no signal and then computer restarts just installed new motherboard

I am having problems with my computer turning on but wont boot to BIOS or the hard drive. Gives no video output and then restarts itself. Replaced the motherboard and ram nothing else. the amount of ram that I have is compatible. I am using a gigabyte ga-g41mt-s2p2 motherboard and 2 corsair vengeance ram. intel core 2 duo and RAIDMAX Hybrid RX-530SS power supply. i have windows intalled on the hard drive it doesent know its there. Motherboard is straight out of the package. cleared CMOS no effect

I would recommend using the Clear CMOS jumper/button on your motherboard

i can see it but how do I use it. it is a jumper not a button

Not booting into an existing Windows install - expected with a new motherboard.
Not booting into the BIOS - you have other issues.

One time i accidenlty bumped a voltage switch on the psu and the same thing happened to me. Check if there is a voltage switch on the psu and switch it to 115.
