I just upgraded my current computer from a Gtx 550 ti to a 770. I got a blue tinted screen and thought it was odd, but i was able to fix it in my monitor settings. I downloaded the drivers, and was excited to get my game on. Previously running Arma 3 at 20 fps, I was expecting to be able to play it around 50+. I launched the game and turned settings to high, started the first campaign mission and I'm getting around 15-25 fps.

What power supply do you have? What about the rest of your rig? Can you post the specs?

Arma 3 runs very bad at times depending on the server your on as for the first mission in single player i got the same thing and i am running gtx 670sli set up so doubt its your card arma 2, dayz and arma 3 can just run very bad at times. Try some benchmarks or run another game to double check your cards running well

Athlon II 620 is pretty slow at stock speed. I know this because I own one. Also, you should really open your side panel and read us the model number of your PSU.

Well I also tried The Forest which lagged even worse than with my 550 ti, and I tried a couple other games such as War Thunder, Diablo 3, etc. It still seems to have the same performance as my 550 ti did.

It doesn't meet the minimum wattage to run the card. Uninstall your GTX 770 before you destroy it.

Yes you have been a very bad boy. Now get a proper PSU so you can run that GTX 770 properly.

Ultra doesn't make PSUs, they make time bombs.

This is the cheapest one that is still good quality:
