I was wondering how the fans work on the Sapphire R9 270 Dual X. I was interested
in knowing whether they pull air into them and push it out the back or whether they pull air out
and into the case.

Thanks!

The fans on that card are axial fans, which means they just recirculate the air inside the case. If you see a card with two fans they will almost certainly be of the axial type (most graphics cards are this type). The alternative are radial fans (sometimes known as blowers), which on graphics cards exhaust the hot air out the back of the case. Most reference designs use a single radial fan on one end of the card, which makes them quite easy to spot.

As an example of each type:
Axial

Radial.
