I am running a GT 620 Graphics card, which the site recommends a 300w minimum powersupply, however i can't even run payday 2 on anything higher than 800x600 resolution. Do i need a higher power supply or any ideas of what is wrong?

I would have to say its just your GPU. That GPU just can't run the game.

Your gpu is low end and cannot play the most demanding game and latest game to date. If I were you, gou buy Seasonic M12II 620w + Sapphire R9 280X Dual-X. It'll be a game changer and your PC will be a beast given that you have a very good processor.

Why a 280x? He could go with a 7950. The 7950 can perform as well as the 280x but its a lower price. For the PSU I would go with the same one as Karl mentioned.

^Not quite. R9 280X is 7970 Ghz Edition. And price is dropping right now. You can get it for less than $300.
