gta IV not working

i just bought gta IV from steam and tried to launch it. it gets to the login screen then does nothing. i tried doing the games for live fix, but gta IV doesnt show up. anyone have suggestions?

Have you tried to "Verify" the game contents in Steam?

Also, just a heads up but the game runs like crap on many systems. I've tried it on three different computers with XP, W7, W8 and it has issues with stutter, frame rate capping and also doesn't have much anti-aliasing. My current system has an i7-3770K and GTX680. It oddly caps at 44FPS and 55FPS (never 60FPS) depending on my resolution.

I've also tried every single "fix" over the years and nothing has helped.

Recently, the game started massively stuttering more than usual and is now completely unplayable. Unsure if it's an issue with the latest NVidia drivers or what but I gave up on the game. 100+ games on my system and this is the only one that is unplayable.
