cant restart for OS installation

Just built my new gaming build and when installing the OS the computer doesn't restart like it's supposed to during the install. It shuts off and my screen is black but the fans keep spinning and nothing happens. I can't install the OS because only an actual restart triggers the system to move forward to the next part of the install. A full reboot just makes it say "the computer restarted unexpectedly or encounter an unexpected error. Windows installation cannot proceed. To install window click ok to restart the computer, and then restart the installation."
When I click ok it shuts off and TRIES to restart but it just stays black and the fans stay spinning at idle speed.

that didn't do anything.. it still just goes black then stops and the fans run slow

I'm now having to use my hdd from my laptop that has win8 already on it to even use this computer. Is there a way I can install an OS onto my SSD that I was attempting to install it on before without booting into the setup? Like can I do it from desktop?

It's nothing with the hdd or ssd. The computer just straight up doesn't restart. I have to power down and power back up when I want to restart. I got the OS installed using my laptop. whenever I have updates, or I install drivers that require a restart, or I uninstall something that requires a restart, I have to press "no, restart later." If I press yes restart now the fans all just slow down and my screen turns off but it doesn't do anything from there.
