New faulty psu???

Well I just got a new PSU its thermal take smart 530w model sp-530p .So the problem is in hwmonitor the 12v says its using 8.866v but in bios it say the 12v is using 12.288v so what's the problem anything wrong?
Please I really want to buy the r9 270x please help me !!..

HWmonitor isn't very accurate use the BIOS.

It's a poor power supply just as a side note.

Get this one when it's in your budget.

Will it power up the r9 270x ? Without troubles?

It should be able to power a r9 270 based on the power supplies specs , but I would upgrade when you get a chance.
