Is this a good start to be able to run most games at medium to high settings at at least 40 fps. I would like to spend around 850 dollars on this so any input would be great.

Yes, this is a good start for medium to high settings gameplay. Change the PSU to Seasonic/XFX 650W 80+.

Watch Dogs is a very very demanding game and many cards have suffered not because they lack the required performance specifications but because they don't have enough VRAM to run Watch Dog smoothly. Even though with the above build is very solid, you may encounter problem playing Watch Dogs because of stated issue with the game.

AMD CPUs have more cores as compared to Intel. But on certain models their cores are weaker as compared to Intel's CPUs.

AMD CPUs are cheaper as compared to Intel CPUs. Intel CPUs have less cores but have multi-threading enabled on these cores which gives the impression that there are more cores than the actual. This is where AMD has advantage. Remember, Physical core is very powerful than the virtual one (Threaded).

For example, Intel 4770 has four cores with multi-threading. If you look into resource monitor, it will show eight cores which is actually not correct. Whereas many AMD CPUs have 6 cores or more. In gaming two cores may be sufficient but in heavy graphics/video editing more cores are required this is where AMD CPUs excel.

Nonetheless, both manufacturers produce good quality CPUs with each model tailored to particular segment of the market. At the end it would be upto the user's requirements and budget which would determine which CPU to go with.
