GPU fans are stuck on way too loud

Basically, something has happened to my GPU (780 GT ASUS) and now the fans seem to be stuck on 100% (very bloody loud) and this is a huge issue for me because it actually hurts my ears.

I need to know how to lower the fan speed permanently. I tried MSi Afterburner but it thinks they are on 37% and that's not true, no software seems to help at all. Someone suggested it was nVidia drivers but after two uninstalls (one in safe mode) the issue persists.

It happens as soon as Windows loads, as soon as the lock screen appears they just speed up and get so loud. I really need to know what the hell is happening.

Make sure you clean uninstall ALL of your overclocking software including ASUS. After that make sure you've disabled overclocking from nvidia control panel and use evga precision (OR msi afterburner but not both) to set it to auto. I've had this problem on a radeon board and it was multiple OC software conflicting.

If all else fails i can take a crack at it remotely if you PM me.

Well I never enabled anything to do with overclocking in the first place, but I guess I'll remove anything. I previously uninstalled all of this software I had (Afterburner, Geforce experience) and the issue still persists, though it's fine in either safemode or on the BIOS.

Check bios. It might have a fan slider for the gpu. Its a long shot but hey, since you've tried everything its worth a shot. Also 3rd party software like Gigabyte Easytune or simiar software can cause this. As i've said before if you can't find the root of it i'm glad to help but only for the next couple of hours.

Pretty sure there is nothing in the BIOS for the GPU, only the case/cpu fans.

I'd appreciate the help but I'm unsure if I want to bear the noise right now :( It's right in my ear and it's too persistent, but perhaps I will take you up on that offer.

Have you updated your BIOS?

Yes and it didn't help. Fans seem to quiet down after reaching a certain temperature. What on Earth is going on?
