Either GTX 770 is Garbage or Not?

Problem is simple. watch_dogs (contrary to what it says in the menu) REQUIRES 4GB of video memory for ultra textures. What you need to do is lower texture quality from ultra to high. Also set settings on MHBAO not HBAO*high as its currently bugged.

maybe driver version ? are you on 337.88. if not i think its an optimization thing and its not the card. they need to patch it or make newer drivers. in the review ultra @ 1080 with a 3960x @ 4.6 ghz there only getting 37 fps and they only have 2xmsaa on

use a program called fraps http://www.fraps.com/download.php
F11 will give you a file with min max and average check your time settings

I think you are asking for a bit much from the 770 you may need to turn down to high settings

you can also use gpuz to monitor the load on your gpu this will tell us if the card is bottle necking or hitting a wall

It's true watch dogs did not deliver, right now I play Titanfall/BF4 but on-line fps is kind of my thing since I played a lot of COD on X360. Borderlands 2/Skyrim were my favorite single player games as well as StarCraft II. All the above mentioned games were ones that really delivered for me.

There are also a lot of great games coming out like FC4, GTA5 and Witcher 3 to name a few.

Ok we have worked out from that your frames are not causing the stuttering. If you run gpuz on the tab called sensors down the bottom there is a check box called log to file. Tick that and save the file somewhere. Once you have done that run watchdogs for at least a minute. Once your frame skipping starts. Alt tab out of the game and untick the log to file. Open the file and the columns I'm interested in are temp, vram, gpu load. Rough your times for where you hit the stutters and look for anything out of the ordinary
