Cable modem lights all look good? If I was lazy I'd just remotely reboot my router (192.168.x.x in your broswer usually gets you to your page for your router depending on brands, your gateway address). Or just go pull the cable modem power first for about 10 secs, wait a minute or two, then unplug the power to the router and give it a min to reboot itself (probably seconds but you get the point). Then go back to the PC and check google.com or something. Still not working (assuming all looks good on modem & router), disable the ethernet (local connection) in windows and wait a few seconds then re-enable the card. IE, in win7 Rightclick connection down by your clock (the computer with plug in corner), choose open network & Sharing center. On the left you'd choose Change Adapter Settings. You should see your local connection in the window then. Just disable it and wait a few, then enable it. You'll see the circle spin on your connection down by the clock as it gets router info again.

There are other ways to accomplish the same stuff but this is fairly easy for most and fixes it many times if cable isn't actually down. Can any PC or device get to the web in the house? If so the disable nic solution above probably would work alone, but sometimes routers just get bunged up (cable modems too). Win7 or 8 or something else? You can do similar stuff in win8 or even xp. But with XP you have an easier way just rightclick connection and choose repair (confused why MS decided to make it so difficult in win7 etc). You can create a bat file that does the same as winxp but that's not usually needed.
