PC won't wake up to Mouse or Keyboard click

I have the 990FX bios UEFI setup with my M5A99FX Pro mobo.

When my computer goes to sleep, pressing on the keyboard or mouse wakes the computer, its fans go on, and the computer starts up... but only the color wheel on my mouse turns on, the LEDS to my keyboard do not, and all 3 monitors stay dark... Only way to get windows to resume is the press the PC's Reset burtton, and I have to wait for the bios splash logo and everything before I can resume to windows... its also a very slow startup from sleep, not instant like other computers, I have to wait for some stuff to partially load, but it remembered all my open programs...

I have Windows default USB drivers, but my MOBO's USB Drivers don't work either

In device manager, under Universal Serial Bus Controller, I have all USB Root hubs in the Power management tab of their properties, I unchecked "allow computer to turn off this device" and the "allow this device to wake computer" box is grayed out, can't be checked.

Under Mice, my Razer Taipan shows up, and I have its "wake computer from sleep" box checked.
SAme with Keyboard, my Sidewinder X4 has wake computer checked as well.

In bios, there is no "Wake" options that I could find, even in the BIOS APM section... does anyone know what could cause this or what I have set wrong?
