How can I enlarge photos before printing on windows 7?

No matter what I do my printed photos always come out 9 x 13 cms even when I have enlarged them. I used to have windows xp which had the photo printing wizard and I was able to print my photos easily any size I wanted but there doesn't seem to be any such facility with windows 7. My Epsom printer does have any enlarging function either.

OK... so, this may sound dumb, but are you right-clicking on the image file & selecitng "Print"? Because, when I do that on Windows 7, it brings up the print wizard where I can select:
-- the printer (if I have multiple printers installed)
-- paper size (letter, A4, legal, etc.)
-- Image quality (600x600, 1200x1200, 2400 Image quality, etc.)
-- paper type (plain paper, bond, rough cotton, etc.)
-- how many copies I want to print
-- whether I want the picture fitted to a frame on the page or not
-- how big I want the picture to be (9x13cm, 10x15cm, 13x18cm, wallet, contact sheet size, or full page)
-- more advanced options (sharpen the image for printing, only showing me options supported by the printer, color management, etc.)...

If that's not coming up when you go to print the image, then either a) you're using a different application to print the photo (& should be checking its documentation to figure out how to print it), or b) something's messed up in your Windows 7 installation.
