Is the "cooler master seidon 120v " enough to overclock i7 4770k to 4.5 Ghz

My config is :
i7 4770 k 3.5 Ghz
Sapphire R9 290 TRI-X
16 gb(8x2) 1866 Mhz kingston hyperx fury
ASUS z87-k
2x1tb segate hard disk
CORSAIR RM 750 W (gold)
cooler master HAF 912 cabinet
cooler master seidon 120v
and an additional cooler master 120mm LED fan attached to the side of the cabinet

i7 4790k already boosts to 4.4 (not overclock). It has better thermal paste between chip and case.

No - 4770k only boosts to 3.9GHz
