I'd say this card is probably 2 years old. Games are constantly stuttering more and more. The real problem though is that every hour or so the screen will artifact, freeze and then crash. My graphics drivers will fail and then restore themselves. Sometimes they don't restore and my computer crashes forcing a restart. Temps under load are about 70C while 80% load. Everything else is default settings.

Well that sure sounds like a failing GPU, but just to be sure, what are the rest of the specs?

Tier five - Replace immediately. These units are NOT recommended for any system, no matter the purpose. Reference to higher tiered models for a better and potentially money-saving unit

I'm not sure the issue is your PSU, but even if it's not, that PSU should be changed immediately.

It's bad quality, I couldn't find any reviews of it, not even on RealHardTechX: http://www.realhardtechx.com/index_archivos/Page541.htm

Bad quality PSUs can cause issues like these. Even if your GPU was causing the problem, it would still be a good idea to change that PSU.

RMA the card if it's still under warranty and get a higher quality power supply and hopefully that will solve your problem with the crashing and artifacting.

The stuttering could be many things...
