AMD A10-6790k Black edition problem

When i use my PC my cpu always reaches only 48% of maximum frequency. I found it in resource monitor as well as in task manager. I tried checking bios i cant find anything. It also shows me that CPU has only 2 cores and 4 logical processors. I tried benchmarking (Cinebench R15) and maximum CPU usage in task manager was 48% I dont know what to do this is absolutely new built PC. In cinebench it had half score of reference scores on the internet. Plz fats response, thanks.
System specs:
Motherboard: MSI A88X G45 Gaming
CPU: AMD A10-6790k Black Edition
CPU Cooler: ARCTIC Alpine 64 PRO Rev. 2
GPU: MSI N750Ti TF 2GD5/OC gaming
Ram: Kingston HyperX Blu red series 2x4GB DDR3 1600mhz
PSU: Corsair VS550
HDD: Seagate Barracuda 7200.14 1000GB with Advanced Format
OS: Win 8.1 x64

Are you using 8 pin CPU power connection and have you checked the CPU temp?

When i am in Bios temperature is smth about 44°C and when in OS its smth aroun 60°C.
I am using 8pin connector

If those are idle temps they are high so check if your cooler is properly seated.

Thanks for your answer, might it be coused also by smth else ?? I will try that tip with cooler but maybe its smth with OS??
I am gitting temperature in OS when browsing internet like 52°C.
When I am running cenebench the temperature is around 55,56°C

It most likely has nothing to do with software and if not cooler there may be a faulty part.
