I am pretty darned sure that the only thing that Intel allows to be "unlocked" is that you can set the maximum Turbo clock rate to be the base clock rate on non-K/non-X CPUs. The extra cores and cache are disabled by blowing fuses and are not able to be turned back on. The non-modifiable firmware disabling of HyperThreading, virtualization, encryption, multiplier range, IMC speeds, etc. are also not able to be "unlocked" either.
The only CPUs I am aware of that can be unlocked would be 45 nm AMD Semprons, Phenom II X2s and X3s, and the Phenom II X4s that end with a "T." The Semprons can be unlocked into Athlon II X2s and the Phenom II X2s and X3s can be unlocked into X4s and the Phenom II X4 "Ts" can be unlocked into a six-core unit...
