I don't really know much about PSUs and such. But I replaced the one that came with my computer to compensate for the new graphics card I bought. However, it has been making noise for the past year which I can't fix, and dusting it isn't helping.
So I'm going to buy a new one. It was a 650w ColorsIT power supply, at the recommendation of somebody on The Sims 3 forum (I was upgrading the computer to play it). But upon using these online PSU calculators and asking for other opinions I've been told I don't need that level of power supply at all.
So can anyone recommend a suitable power supply? Would any of these options do?

What's the difference between "Fixed" and "Semimodular" cables? Since they're roughly the same price, I think I may go for the 600w one... or should I go for 750w? Even though I probably only need 400...

They are not crappy, admittedly they are not the best, but I have relyed on them for many builds and they have all run solidly all the time.

Best solution
A 500 watt power supply should be plenty for that system.
I am almost sure the Sims 3 is more cpu bound than anything. It is also a VERY buggy game so do not expect perfect performance out of it from any hardware.
You did not tell us what card you want to buy so we can not give a full answer to what you NEED. but for any card that system would be useful with a 500 watt should be more than enough.
You have a 95 watt rated cpu(this would be full load). Lets call it 115 to add some overhead.
Most Compaq / HP systems like that have rather efficient boards so I can not see the board and memory exceeding 20-25 watts(will estimate 50 to be safe).
10 watts for a hard drive.
You video card is rated for about 106 watts. Lets call it 120 to be safe.
So just shy of 300 watts at 12 volts would run the system even with everything over estimated(no way it will even push this much
).
So as you can see your system does not take THAT much power. Now you still need a GOOD power supply, so look for higher levels of 12 volt current. The linked power supply has 38 amps @ 12 volts or 456 watts @ 12 volts.
Now the modular and semi modular just means some(semi) or all cables(fully modular) can be removed from the power supply to reduce cable clutter.

The main reason for the modularity of PSU cables allow for cleaner setup because the cables are detachable. Non-modular PSUs have all the wires physically connected such that you cannot remove any cables. So if you do not use many of them, you end up with a big load of cables that you need to manage. (I call it a rat's nest in a case.) It's just not as clean of a setup. But I wouldn't worry about it too much for your build unless you're planning on a more high-end build.

Sorry, I should have specified. The graphics card I "bought" 3 years ago is the one currently in my system. The Nvidia Geforce 450 GTS. I bought a higher power supply than that came with my computer. It worked perfectly for a while, but since then it's been having problems, so I want to buy a new PSU to replace it.
I'm not THAT bothered about The Sims 3, but hoping to get a couple of months play out of it before The Sims 4's release. Hoping that my current system will be sufficient for that also.

Well I sincerley hope it's the power supply and not the Graphics card or hard drive. I don't want to be forking out up to £50 for nothing.
I did the toilet roll tube test and it definitely seemed to be the PSU making the noise. It usually starts of as a constant loud, but bareable fan, then just gets incredibly loud and annoying. Fortunately I got a laptop so I have no had to deal with it since September, but it's pointless having a desktop I can niether use or flog on because of the sound.

It does not seem like anything fancy and does not even seem to list enough power for 650 watts(120 max on 3.3+5 | 480 on 12[no combined, but older designs work like this] | 3.6 watts on -12 | 12.5 on 5vsb = 616).
Note adding 12 volt rails does NOT work on many power supplies, combined ratings are the best way to find out power on new units.
best to do what kshama says and test the parts on another system if you can.
So, was you PSU just noisy? Was it still working. Fans do fail over time and it may just be that.

Oh I forgot to add -- I do not recommend that you test the PSU on another person's computer. Because if it is the PSU's problem and you killed some components on your friend's computer from the test, your friend will not be very happy. I am not saying that the situation will happen, but I'm always wary about testing PSUs on other people's systems in fear of something going awry.

Since it just sounds like the fan is failing, chances are good this will fix it.
Power supply fan swaps are not to bad(done it many times). If you are not comfortable doing it, a new PSU is the safest bet for sure.
Sometimes power supplies may buzz because coils are being used to smooth out the rapid switching action of the power supply. It is generally not harmful, but a fan making a racket may well fail one day leading to all kinds of issues.
I can see what you mean about laptops. Everyone who is just a general user wants laptops. That is quickly being replaced with tablets and phones. Mostly enthusiasts/business users seem to be sticking to desktops. I am not sure why seeing as desktops are more easy to upgrade, build and fix(these are also people who do not even leave the house with these laptops).
