Internet stops and then programs start to not respond - recovers in about 20-30 seconds

I had this problem before and it hasn't fixed itself, usually whenever I'm doing something, especially websites, I'll go to a site and it will be stuck at loading, I open a new tab and it is the same thing, sometimes even task manager won't open till it recovers, sometimes it opens instantly, but end process won't work on anything until it does recover.
This happens about once every two hours

It just sits there, not FROZEN, my mouse still moves and stuff, but pages will be stuck at loading, my music player will stop responding, stuff like that.

I'm using google chrome but it happens just as much if not more if I open a website on opera or firefox.

I just want a basic idea of what's going on here.
After about 20-30 seconds everything speeds up and it's all perfect again.

This is on a fresh windows 7 install on a new SSD with new RAM which both seem to be working flawlessly.


Edit 1: I noticed it could have something to do with Microsoft Security Essentials, I've only been using it now, and it usually happens whenever I open a site, do you think it's like a website scanner that's bugging out?
I don't think I have anything like that though. Gonna remove MSE and see if anything changes, which might be a few hours.

Check the event viewer in admin tools and look for any anomalies under the system tab.

I'm noticing a lot of stuff like "The WMI Performance Adapter service entered the stopped state" and then back on, back and forth or so, around the same times.
I checked the services and it was set to manual, it's on automatic now do you think that will help?

This popped up the moment it happened again
But it bogs down my entire computer, is it my internet adapter?
Ironically it happened as I was trying to go to the adapter's website to check my drivers since I was suspecting it.

Edit: It happened again but nothing changed in the system viewer, that warning was probably just a side effect.

No it won't. Manuel is the correct setting. Also dns client event is not your issue either. I was sort of expecting you to find a disk or ntfs error.

I thought my video card drivers were up to date but I was at 14.1, now I'm at 14.4, along with a few other things like turning off the server service
Very similar to this so I attempted that since googling seemed like it was a pretty safe option

All so do a chkdsk /r in your command prompt sounds like errors are on your drive.

Edit: I also just switched from IDE mode to AHCI to see if that'd help, I heard of some rare cases where it can cause things like this? Who knows, and it's better anyways.

Try sfc /scannow in command prompt you could have some curppted files.

I did the SFC scan but the only 'corrupt' files it found were from theme patching, so I'm not sure if anything's up
nothing's happened since yesterday though, I'll wait a few days before getting hopeful and then see what's up

Nothing so far still, I wanna get hopeful and say I fixed it but I'm not sure
If anyone else has the problem, one of the following may have done it for me.

1.) Switched the SSD's SATA mode to AHCI from IDE
2.) Updated video card drivers
3.) Updated wireless network adapter. Well, downgraded. The only difference on the most recent update was that it had Windows 8 compatibility as well.

But it's gone away for a couple days at a time and came back too so I'll report back, it's a pretty dang specific thing and whatever I can find of it on google is inconclusive so I'll make sure to keep it posted.
