In most titles it will, but not in Watch Dogs. High settings for that game since it is so demanding.

Nope! Close but no cigar on all games. Will it ultra a lot of games? Yes. Get an i7-4790k or an i5-4690k and get a 290 or 780. That will handle 1080p a lot better.

depends on how much fps you expect or you are fine with that .
I think you maybe fine with high-very high settings . Some settings don't really affect experience , unless you really care about it .

See this , you may get idea of fps .
https://www.youtube.com/watch?v=3c9kQ7jufM8

You will get 25-30 Fps in Crysis 3 with 8 x MSAA . low AA yo boost your fps .
Few tweaks may help.

Also , if this you a new build . Tell your budget , parts you have / going to use , so we can help you better .
If you want to Overclock cpu you may need better cpu cooler . You are fine with Evo 212 at stock speed .

Hope that helps :)  !!

This, get an i5 and a more powerful gpu, i7 and i5's hardly make any difference in any game.

Thanks everyone. If I get the 290 then it'll make that big of a difference? I know it's quite a bit more. I don't plan on overclocking either. I'm not very tech savvy.

Yeah it'll make a bigger difference compared to the difference in i5 to an i7.
