I have recently sent a defective graphics card back to newegg, and i was wondering do they test the replacement graphics card before sending it to you to avoid sending another defective graphics card again?

No; I don't think so. Newegg is just a wholesale retailer. If it's a problem with the product, it's not Newegg's fault because they didn't make it. And they can't possibly test every unit that they sell. And if they did, you'll blame Newegg if anything happens to your product because it went through their systems. Manufacturers do test their product lines but I don't think they test every single one. And a lot of factors go into a card not working.

Solution
I have purchased a lot of equipment through newegg.com - both personal use and business use. Well over $100,000 in purchases. Of all those purchases, I have had the fortune of having only 1 RMA - and in that instance, they replaced it with a new item that worked. Based on the speed and accuracy of their shipping department and the ease of use in ordering parts - they are by far the top vendor I use.
