Ram automatically underclocked

hello! I just built my first pc and everything seems in perfect working order but unfortunately my ram is the only wrench in the works. I run win 8.1 64 bit on a asus m5a99 evo 2.0 mob with a fx-8320 cpu the ram i am using is G.Skill DDR3 4gb x 2 @ 1866mhz but at bios it says 1600 mhz and in windows it's 1333 mhz. could any one please help? quite new with issues like this.

I did some searching around and someone else also had this same problem with the same ram but I wasn't able to find a solution. I also once tried to change it at bios to 1866 mhz but it wouldn't start up until i had to physically press the 'mem okay' button on the asus board which reset it back to 1600 mhz

1600mhz is the spd speed. you have to manually set 1866mhz 9-10-9-28-2N 1.5v

I just saw this on G.skill's faq but I'm not sure what it means.. can someone offer me a guide or point me in the right direction?


Q:
Why is my memory kit only operating at 1333MHz or 1600MHz?

A:
If on an Intel platform, please make sure that XMP is enabled.
If on an AMD platform, please make sure DOCP or XMP-equivalent is enabled.

If XMP or XMP-equivalent does not work as intended or is not available, please manually tweak the BIOS settings for the following four settings according to the information on the warranty sticker or package:
DRAM Frequency
DRAM Voltage
CL Timing (tCL-tRCD-tRP-tRAS)
Command Rate

Make sure to Save and then Quit/Exit!
