I am interested in building my own gaming PC, but i am unsure of what parts i would need to complete said PC (Excluding Monitor)- I am willing to spend between £630-£700 and would be hoping to play pretty much all next gen games on ultra graphic settings. I would also appreciate any extra notes on the specs of the more important components (Motherboard-Processor-Hard Drive-Graphics Card) along with minor details of the less important features. Thanks.

Because you need the gaming pc, and the i5 is the one you need, You can get the k version if you want.
For the motherboard I add the Z97 PC mate because it is same price as the H97 even that i5 can't oc, if you get the k version i5 you may need other z97.
For the GPU, you can get either gtx770, r9 208x too, they have almost same performance, but you may not get the ultra setting for games, because the budget. If you can get the gtx780 then you can play the ultra setting.
For the case you need buy the one, which can bottom mounted PSU, because it will get better air flow for cooling, can do cable management, etc. Also make the case can fit the GPU or aftermarket cpu cooler.

Here is the list, and you can choose the different sites to buy the parts, so the final price will be difference.

If he plans on overclocking shouldn't he get the i5-4670k?

This is one I made for a friend. It's a pretty solid build.

It'll run basically any current game on ultra, and has a good processor and GPU. However if you want to play at more than 1080p consider switching to the 280x as it has an extra gigabyte of VRAM. Sorry prices are in USD but it is at around your budget at current transfer rate. $50 dollars more but that can be saved by switching to a 280X at the expense of some performance.

EDIT: Here is the list if you dislike clicking links :)  :
