All games running jumpy

All of my games are running smooth but every 3 or 4 seconds it will pick up speed for a second making it look jumpy, my pc is quite new and ive been able to play games on it perfectly until now, does anyone know how i can fix this?

Sorry, wasnt thinking, ive got an 29 280x, 8gb of vengeance ram, fx8350 w/ hyper evo 212 and a 750w psu
my monitor res is 1080p
Ive also confirmed that its steam games solely as watchdogs runs fine

i dont mind losing my steam data so il try uninstall it and all its games, and im unsure if its running mantle or not, il try a different amd driver too
