PC will not boot but is sending power to external devices.

My PC has been having issues with random reboots the past week and today it will not boot at all. The PSU is providing some power as when I plug in an external device it powers on with Gigabytes system off charge feature. I believe the issue may have been a grounding problem as the PC would reboot if touched but would also do it on its own though much less frequently. I have tried jumping the power connector on the mobo but the PC will still not power. I think I may need a mobo replacement but I would much appreciate any input or ideas.

Removed a stick of RAM and the PC booted itself after flipping the power switch. I tried this before but it didnt completely help. If issue returns will look into finding working PSU.
