Overall Lack of Performance with GPU/CPU/Display

To be honest I'm not sure what is going on with my computer, at first I assumed it was something wrong with my gpu. I have a sapphire radeon hd 7850 1gb card and play games often, such as CS:GO, BF4, and LoL are the main ones. I would get around 180 frames in both CS and LoL and around 60 in BF4 high settings. However recently I will join any of these games and play for about 20 to 30 minutes and my performance and frames will suddenly drop dramatically to an unplayable level. However League will tell me I'm getting 40 to 60 FPS but it doesn't feel like it and the frame drops are more of a choppy nature. So I checked my temps and the only decently high one was my GPU around 54 C, so then I jacked up my GPU fans to lower the temp. It lowered it to around 40 to 45 C but still after 20 or so minutes the same problem happened this time on CS. However now that I am out of game just on my desktop with only chrome open I am seeing some other issues. Opening new tabs in chrome will studder or "lag" and entering a URL and going to a website will also "studder". I then checked my performance for my CPU and RAM in task manager and my CPU will never go aboe 15% and my RAM will only be using around 4 of its 16gb. So I thought maybe it was chrome that needed to be reinstalled but after opening my computer and changing tabs in task manager those also seem to "studder" or take a second to change. Now I am just utterly confused on whether it is in fact my GPU or some other piece of hardware. Please help!

EDIT: Watching my CPU more closely now when I open new tabs in chrome or load a new page my CPU will sometimes jump to as high as 45%.. I have a Intel Core i5-3330 3.0GHz Quad-Core and an H50 corsair water cooler on it.

EDIT: After a full shut down the above problem isn't happening. The problem only seems to happen after the frame drops and stuttering in game happens. Also please let me know if I'm posting this in the wrong forum.

EDIT: This now is happening before I even start any games at all. After another restart it just happened while browsing chrome and working on my desktop.

What are the CPU temps?

Maybe try running a benchmark like heavenbenchmark to stress the system a bit and see if anything weird happens.

Okay so I ran SuperAntiVirus and Heaven's Benchmark at the same time for the first minute or so and my CPU usage while Heaven and AntiVirus ran was around 80%. However when the AntiVirus finished (no viruses) it went down to 40%. I benchmarked around 40 FPS on ultra on Heaven, however around 200 seconds into the benchmark the problem happened again and my frames in the Benchmark dropped to 10 or 11 just like in my games.
