I just upgraded my rig from a gtx 550 ti to a gtx 770. There is no performance change, if anything, the 770 is slower than the 550 ti. I came to the conclusion that I need a new CPU and a new PSU.

I have a 300W PSU and my CPU is an AMD Athlon x4 620 quad core processor.

Which of these should I upgrade first to give me the highest performance boost?

You need psu upgrade first then cpu. Preferably both at the same time with a motherboard upgrade

Why should I upgrade my motherboard?

You would need a motherboard upgrade to get any good CPU since the FM2 mobos only have the athalon x4s and the APU lines for AMD. You would want the AM3+ socket mobo for the FX-6300 or FX-8320 and the 1150 Socket mobos for the intel i3s, i5s, i7s

OK could you recommend some motherboards? I'm not very computer savvy.

I am surprised that your GTX770 is running at all on a 300w psu. It normally needs something in the 575w range.
It is possibly downclocking because of lack of power.

Most games will not use all 4 cores of your x4 620. The less effective cores may also be part of the problem.

To help clarify your CPU/GPU options, run these two tests:

a) Run your games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

b) Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 70%.
This will simulate what a lack of cpu power will do.

Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
set to 70% and see how you do.

You could also experiment with removing one core in the bios. This will tell you how sensitive your games are to the benefits of many cores.

If your FPS drops significantly, it is an indicator that your cpu is the limiting factor, and a cpu upgrade is in order.

It is possible that both tests are positive, indicating that you have a well balanced system, and both cpu and gpu need to be upgraded to get better gaming FPS.

I tested them on DayZ Standalone and when I turned down the resolution/graphic settings, I got an FPS increase

So I need a new power supply?

Yes, I highly doubt your current power supply is giving the gtx 770 enough power to run properly.
