Windows 8.1 says 8.00GB of RAM installed only (3.99GB of RAM usable)

I have windows 8.1 64 bit version and when I check my sistem properies ot says I have 8.00GB of RAM installed only (3.99GB of RAM usable), I dont know what to do.

CPU: FX 4350
RAM: G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL9D-8GBXL
Motherboard: MSI 760GMA P34(FX)

does it say the rest is "hardware reserved" it is really common ram to be used for the video card(even cards with dedicated memory)

you probably have 32 bit version of windows installed which cant address more than 4gb ram. Install the 64 bit version.

When I enter in the task manager it does says that it is reserved for hardware. Can I change this?

I have a 64 bit legal copy of Windos 8.1, I said it in th first 10 words of this topic

Try reseating the sticks, if no joy try raising the CPU/NB voltage + 0.075

are you SURE you dont have the 32 bit version installed. Because this is exactly what happens if you have the 32 bit version installed. right click on Start and select system and it should tell you 32 or 64.
If its defo 64bit, make sure your motherboard BIOS is updated, re-seat the ram in the slots, confirm the BIOS is set up correctly for the ram specs etc.
