1.Okay, my first problem is when my HDD is attached to my motherboard my computer just stops at the ASUS splash screen and does nothing.
2. I unattached the HDD and tried to run it that way just to see if it was working normally. I got this message "the current bios settings do not fully support the boot device please click okay to enter bios" However my mouse and keyboard do not work on that screen for more than 2 seconds. I can move it really quick then they stop.
3. I RMA'd the motherboard and both problems still exist. I have tried 2 different usb mouses and 1 P/s2 mouse.
I tried googling an answer but nothing came up that was even close to what I am going through.

Hi. First, make sure you HDD is set for the boot device ( if you have an OS on it. If you don't, then you need to set it to the Optical drive and install the OS and then Motherboard driver and then the rest of the drivers.

Okay thank you for your response I do not have an optical drive at the moment. But I just texted a friend and they have one I can borrow. So I'll be able to see if that's the problem in about 2 hours. I can't get even get past the ASUS screen with the hard drive connected should it still boot from optical drive?

If you haven't installed an Operating System on the hdd, that is as far as you are going to get. At least it is POSTing so that is good.
