GTX 780 - nvidia gpu running @ x8 native

Hello

i upgrade my pc before 4 months i build my new rig for work - gaming.
And i since i purchased my new pc, i don't monitor my PC using CPUZ or GPUZ
here is my spec

i7-4470K @ 3.5 No overclocking
Asus Maximus VI Hero (bios 1402)
MSI GTX 780 Gaming OC 3GB
Samsung 840 Pro 128GB
16GB Corsair Vengeance
Coolermaster V750 PSU


Yesterday i see CPU-Z & GPU-Z told me that my Motherboard bus link width run on only ( X8 ), i entered the bios and see this photos










beforce try anything - i put my friend gpu (GTX 560 ti reference)
And it's work at 16x !!!!!!!!!


now i try to these things
01- CLEAR CMOS
02- Reset Bios Default
03- Update Bios to Beta Version 1504
04- Change some bios power management
05- Restore Bios version to 1402
06- Change link speed to GEN3 & GEN2
07- Change between Gpu speed Gen1 Gen2
08- Change USB settings "some websites told me that this is because usb boost"
09- Change many cpu power management

10- also i tried many things inside BIOS, And i run many benchmark to see if the GPU in idel mode
but nothing changed!!

this is about bios settings solutions, about hardware.. i try this things
11- Replace GTX 780 to PCIe X16/X8 _2 (Slot RED 2)
12- Change MSI Poewer connectors cables (6 2 / 6 pin)
13- Remove CPU & RAM And clean the CPU Socket & motherboard and PCIE Lane (all lanes)
14- Boot with 1 4GB RAM Only
15- Boot with no sata connected (Remove SDD)

*** i try many things but the problem is still
((((((((gpu dimm post, nvidia gpu, running @ x8 native))))))))



Now i'm in Outside to warranty country & i can't access to warranty place.
Please help me
i read on tomshardware & internet many issue like this, but nothing with the advise work for me
i just need my GPU work @16 Native without any power management

i just need to know that's the exact problem???
is this an power supply issue or motherboard or what???

Do you have something plugged in the first PCI-E slot? Or is your GPU plugged into the 2nd PCI-E slot?

My GTX plugged into 1st red slot and nothing else plugged, just GTX 780
Also i tried to plugged it into 2nd slot, put nothing changed!!!!!!

did you look at lane usage with a heavy video load running on it? Video cards can lower link size and speed when at idle to save power.

i try to run CINEBENCH 15, nothing change...
Also i tried to run a game to see if there's any changes.. but negative!!!!
