You mean the other way around. When your 770 is at 40% what %usage is your cpu at (see in Task Manager)?

Then there is no bottleneck.

Sometimes games can only be played up to a capped fps depending on settings. Just use highest detail settings.

I do use the highest detail. I was getting about 40-50 fps with a Msi GTX 750 ti. Now with a 770 I get 25-30fps.

It will be a bottleneck in cpu intensive games but not a major bottleneck.
That is strange for a 770 to get less fps then a 750 ti. What game are you playing?

the i3 in game may cause bit of a performance drop in CPU bound games like BF3 and BF4 but there are many that this setup(i3 4130+GTX770_ will not even affect that use DX11..Since the GTX 770 is GTX 680 with faster memory here is a good vid using Valley 1.0 and BF3. https://www.youtube.com/watch?v=DAgpvWc4VBM
i3 at 1.8HGHz starts at 7:50

Maybe some bottleneck in Thief but you shouldn't be getting low fps in Bioshock Infinite that should be max out at 60fps.
Try re installing the driver.
Might be a defective card?

I've seen it used in another machine. I got it from a friend 2months old. I'm going to try to reinstall them again.
