Windows 7 Screen Tearing when "logging onto desktop"

Hi all,

I'm not sure how to go about searching for this issue in particular, so I'll try to preface it the best I can. I can't remember if it was after I got a new monitor, or after I got a new graphics card, but I noticed some very quick screen tearing during the brief animation when going from windows startup screen (where you enter your password to log onto your desktop) to the desktop.

I'm curious as to whether this could be an issue with the monitor, graphics hardware, or graphics drivers. The transition animation is really the only time I see the tearing. Everything else is working just fine.

I'm using:
-Viewsonic 27" monitor
-i5 2500k
-ASRock e3g3
-HIS IcedQ 6870

Case? PSU?

Case is irrelevant in this situation. Antec ECO 680w PSU. Thanks for hinting that it could be my graphics card. That's all I needed.
