I would not assign any public IP to a manged switch it is a waste of a public ip. Its not like the switch itself needs to access the internet.

How exactly you use your IP varies a bit from ISP to ISP. 5 ip is a strange number that implies the ISP is either assigning the a /29 network between you and them and they are using 1 of the 6 usable ip or they are routing the /29 to your wan ip on your router and just saying you only have 5. att UVERSE is one I know that does this but if you work at it you can actually use all 8. Again even with att it is not straight forward since they have 2 rotuers/gateway that work different and you have no option to replace their routers.
