How to enable PCI-E 3.0 x16?

I have a PCI-E 3.0 x16 slot on my motherboard which is GA P75-D3
also my GPU supports it, "XFX R9 280X"
Running CCC and CPUZ both show that I'm using a PCI-E 2.0 x16 slot?

What CPU? Sandy Bridge and low end Ivy chips max out at 2.

Also, there's very little benefit to PCIe3.0, especially when you're running one card at x16 rather than 2 at x8 each.

Yup, that's a Sandy Bridge chip. They only support PCIe 2.0.

However, that's not a major issue. There's still plenty of bandwidth for that GPU.
