okay so im doing my first new build and iv been looking at the

Corsair Vengeance Pro Red 8GB (2x4GB) DDR3 RAM

but theres two
1600MHz
and
2400MHz
what is the difference?
I do plan to upgrade to 16Gb in the future

Unless you have an APU the short answer is - not much.

The 2400mhz will be a tiny bit faster in games (maybe 3-4 fps or more, about 10-11 fps in some F1 games for some reason)....also, what are the CAS latencies of the ram sticks? if both 1600mhz and 2400mhz are for the same price, and have reasonable latencies (9 or below) then get the 2400mhz, keep in mind though you'd have to overclock the memory controller to use the full 2400mhz

If you are planning on using an IGP (the GPU that is integrated into a CPU) for gaming, the faster RAM can give you significantly better gaming performance.
For the vast majority of all other applications, the faster RAM will not give you any significant speed boost.

If you have and AMD APU and plan on gaming with it, definatly get the faster RAM.
Otherwise, the 1600MHz set will give you identical performance for a much lower price in all but a few instances (mostly in synthetic benchmarks).

the 2400MHZ is 11-13-13-31 £70
the 1600MHZ is 9-9-9-24 £73

what does latencies mean? and the ram is for a high end rig for gaming

looking at the prices, go for the 2400mhz, the higher latency wont affect it as much as ramspeed...latency is basically how long it takes the ram to process different things and switch between them

Yeah, with a £3 difference between the two sets and assuming the same amount of RAM, definitely get the 2400MHz set.

Essentially, the latency is how many clock cycles it takes from requesting data from the RAM to receiving data from the RAM.
Combine with frequency, it indicates the 'responsiveness' of the RAM.
