Well, that particular LC Power may actually be okay. It was run up to full load in 80+ testing, and your rig won't get anywhere near that. I would use a good surge protector, just in case it doesn't have a particularly good A/C filter. It has a PFC circuit though (necessary to get 80+), so is probably nowhere near as poopy as LC-Power's cheap stuff.
Surprise surprise, that PSU is actually listed at 80plus.org as being certified. This means that it may not be junk (although not a guarantee, e.g. the Coolermaster GX-650), but since 80+ tests at an unrealistically cool 23C, you might derate it by 50W-100W in actual use.
OTOH, if available to you, any Seasonic-built PSU such as XFX is a good, safe choice. High-end Corsair are good, but skip the "CX" and "GS." Antec is good, even the lowly "VP" line.

I'm thinking of running an msi r9 270x gaming oc and i3-4130 on this psu but as for psu manufacturers the only ones available here are :Blueberry,Chieftec,Digitus,Frontier,LC Power,MS Industrial,Power Logic and Techolo but if I have to I would go out of my way to get a good Corsair,Seasonic,XFX.....

All of those models are 230V AC Input Only so they don't qualify for 80 PLUS certification.
