Have you tried using another cooler to see if it will cool better? Also check your voltages.

Your voltages are higher then stock. Did you change them?

You should tune down the voltage to 1.375. How hot is it where you live?

It's pretty hot there :/. Have you checked the fan speed that your cooler is running at? Does your case have soundproofing or does it have bad airflow?

Could I get a picture of your rig? If you don't have good airflow the heat will build up in your case. Remember that no matter how good the cpu cooler is it can only cool the cpu to the temp that the air near it is.

Have you checked how fast the fans are running at?

Not to offend but that rats nest of cables isn't helping. You could put an intake fan on the bottom and an exhaust in the back. Buy PWM fans if your motherboard has the fan headers. Go into the bios and set them to run on high. Also when the sides aren't on the case you don't get any static pressure which is not good. Doesn't matter now because you only have one case fan.

So i cant use case fans because i didnt have my side panel installed and if it's not installed then the air in the case cant flow through . And it is because my cpu coler flows the air side ways. I thiked befor that i will need a bigger case and i will change the cpu coler to an another wich flows the air paralel whit the case and then there will be reason to use case fans. Every fan would flow in one direction. But i don't think that this would be the reason for the high heat or is it?

It is normal, however are you100% sure that you applied the thermal paste correctly?
I would suggest to measure the temp near the fx 8350(inside the case) to see if the case is the problem(don't think so) if it is not the problem I would re-apply the thermal paste, make sure that the fan on the cooler is installed correctly.
