As an advice and everyone in here, never buy used video cards from amazon or ebay. You have no way to test the graphics card and there are no warranty that you can send to get repairs.....GPU is one of those things that dont always tell the story whether it works or not.

You can buy a card that seems to perform as it intend but once you use it for like a month or so, memory chips will start showing signs of artifacts, random bsod and screen display issue, etc... I would not bother with buying second hand gpus and just buy a new one. Save yourself the trouble of buying a lemon and sending it back to the retailer/owner. Waste of time and money.
The card was probably used for Bitcoin mining and was running full load 24/7 for months before that became unprofitable. It might still have some life left in it, or it may have been abused and is dead or dying. You don't get any warranty support on a used card, so buy at your own risk.
