Well the 4590 is better since it is clocked higher and they are otherwise the same chip. You will not notice the difference between the two though so I would probably just get the 4460. Is there are 4570 there? You could check it's price. I would get it if it's priced close to the 4460.

The 4590 should be about 8% faster if you can keep it cool since it has 300MHz higher Turbo clock.

The i5-4590 has a 100 MHz faster base clock and a 300 MHz faster Max turbo so it will perform slightly better.
The difference between the two is so small that it would hardly be noticeable during regular workloads. Of course, $16 amortized over the life of the computer is also barely perceptible.
If you've got the extra $16 to spend, get the 4590. If not, the 4460 will work fine.
