Better Performance When GPU Clock is put down???

this is very weird, i usually have my gpu set to 1000 target speed (using AMD overdrive) and my games used to get 18fps....one day i was experimenting with GPU-z and my GPU clocks and i found, that i got 27fps when my GPU clock was set to 300!!! something else weird, was that when my laptop was plugged in to power the clock would jump from 420 to 720 constantly (found this on GPU-z) Should i Uninstall AMD overdrive? or do i need to do something to actually make a higher clock increase my performance?
 
If you are on a laptop, unless it's a gaming system made for overclocking, don't do it. Plugging into the wall power will increase the speed of the laptop if you have power options set to defaults, on battery the laptop will run slower to conserve battery life. If you are overclocking you are probably generating too much heat and the system is throttling down to keep it from destryoing the chips.

okay but when i look at the stats on GPU-z the core clock keeps jumping even when i have overdrive uninstalled

i have locked it down to 300 target speed, i guess overclocking works better on desktops
