I am building a PC with a 65W processor and a 230W video card. Is a Corsair RM 450W power supply enough for these? PCPartPicker's estimated wattage of my build is 385W.

The parts in question are an Intel Core i5-4570S and a Gainward GTX 770.

More prone to failing is what he meant. All PSUs are prone to fail. Poor capacitors also mean that its performance is weakened. In other words, when push comes to shove, it gives in and will not handle it. There are also a list of PSUs that are so poorly made that the only thing they are useful for is being a doormat because if you were to use it, they either perform very poorly or worse, they cause a fire or burn some of your other computer components.

Not all PSUs are created equal. SeaSonic is by far the best PSU OEM on the market and they have a very high reputation for manufacturing quality PSUs. XFX does not make their PSU. Their PSUs are made by SeaSonic.

So when it comes to picking out a PSU, which is the most important component in any build, it's best to go with a PSU from a trusted brand. Wattage is also not as important as ampere in terms of compatibility with GPU and other components. A lot of PSUs actually do NOT give out the advertised wattage. They advertise "750W" but you may only get "600W" for example. That's under-performing.
