Clean, new OS install. You never know what is on a used computer. Virus, personal info/files, piracy.

I'm not confident to do that task Re-Install
I received this email below from AVG Technican, but afraid to excute -- What is your advice please!!!
In terms of removing Norton without a password, you may be able to remove it by downloading and installing the Revo Uninstaller Tool:

https://www.avg.com.au/revo/

- Save the file to the Desktop.

- When the file has finished downloading, right click the "revouninstaller.zip" and select extract all.

- Now double click on "Revouninstaller.exe" to run the program

- Double click the program you wish to uninstall and select yes

- Click Next to do a Moderate scan of the programs files

- Follow the prompts to successfully delete all left over remnants of the program

With a used PC, you always, always want to do a full wipe and reinstall. No telling what the previous user has on there.

If you're not comfortable doing it, a local computer shop or even a neighborhood teenager can do it.
Just do not let them install a bootleg version of Windows.

Sure! That seems simple enough. Very clear instructions. Go for it. What's the worst thing that can happen? ; It doesn't uninstall. You made a Toms Hardware account, you can do this ...
Edit: USAFRet is correct.
