Probably the second one but if you choose it you don't need a Z97 motherboard, the H97 chipset will do just fine
I know but the Z97 supports SLI and as far as I know it's the cheapest that supports it, the reason is because my brother has 2 R9 270 so maybe we'll switch and see benchmarks.
Another question I know I will need a capable monitor so 1080p 120Hz or dual 1080p 75Hz I don't think I can afford a 1440P monitor
If the 290 has a reference cooler it should be avoided. Other than that it depends on if you want to OC the cpu or not. If you do get the 4690k if you don't get the 4590.

For 270's you'd need Crossfire support not SLI. Several H97 boards support Crossfire.

I think the cheapest is the Sapphire but I am not sure, I have never OC but I consider it as futureproof who knows in a few years if i'd need a better chip

Sorry I know sli is 4 nvidia and xfire for amd but I didn't know about h97 xfire support...
If its the Sapphire Tri-x then it will be fine, but if it has the reference cooler it will run hot and loud and most likely have throttling issues due to the heat.

So i5 4690+r9 290>i5 4670k+r9 280x
Well, the i5 4670k is usually priced at $220, which is basically the price of the i5 4690. Unless you're talking about the 4590, but I'd always go with an unlocked CPU, just for the overclocking ability.

Sorry sorry I meant i5 4590 and i5 4690k
One thing, if you live near a Microcenter they sell the i5 4590 for $160, which is always good ^.^
