USB 3.0 Not Working After Mounted Reboot

Put together a new machine using a MSI 760GMA-P34 (FX) board and Win 7 64 SP1.

Most updated Renesas USB controller and chip set drivers, in addition to latest BIOS.

The controller is an UDP720201/UDP720202 and it appears many others have issues, but I've seen no solid fix.

Boot with no device mounted, then plug in, works great.

Boot with device mounted, no power, nothing. Even the Renesas USB 3.0 Host Controller completely disappears from Device Mgr.

The workaround is either to reinstall drivers or unmount device and reboot.

Firmware: 2040
Driver: Renesas 3.0.23.0

I've tried installing previous versions with no avail, disabled power management on it, and cleared CMOS.

Thoughts?
