is GPU itself bad or driver issue

Hi guys, I'm in need of some expertise here.Seriously at my wits end with this. I cant get my brand new asus r9 270x to work at all. Im going to lay out all the steps I've taken thus far and I'd like to know if you guys think its in need of RMA or I am missing something simple. Only running 1 monitor btw

Specs
i5 4670k
corsair cx500
gigabyte h87n wifi (has latest bios)
windows 8.1


What I did initially is connect the GPU, started pc still using integrated graphics. went to asus' site to get latest drivers. installed plus gpu tweak. restarted. connected dvi to GPU ( not DVI-D)

Now at this point I get to the windows login screen. once I type my password the spinning circle hourglass thing starts to stutter and then the screen stays blue. not BSOD, the same shade of blue for windows. If I give it like 10 minutes the desktop displays finally but as soon as I try to do anything the screen flickers like crazy and eventually goes blank. black screen. Ive tried

going into MOBO bios and disabling integrated graphics
Setting default output to PCIE
deleting all drivers and folders and re downloading and installing AMD drivers.
Updated MOBO bios.
Disabled integrated graphics via device manager.

NO DICE. I've also tried the driver disk that came with the GPU after deleting everything and trying again but even that didn't work. It actually disabled the integrated graphics in such a way that I could not even reach the mobo bios anymore and nothing would display on monitor. I had to revert to a system restore to fix it.

I cant imagine what I'm missing. the gpu tweak software monitor shows no activity from the card and when trying to play a game via steam it uses the integrated graphics. ( getting like 20 fps on hitman absolution benchmark) Trying the GPU in another PC really isn't an option unfortunately. I've made sure the card is seated all the way in the slot, made sure the 2 6 pin power connectors are in firm. I'm not sure what I'm missing?!?!?!

Help please.....

did you EVER do a install with the gpu plugged in? It should work even with no driver, but will run at a low resolution.

Also did you connect it at the DVI-D or the DVI-i? not sure if it only fits one port or not.

I did. This is my first GPU install but I assumed the card should have worked regardless without drivers but the resolution would be really low. I tried both DVI ports and HDMI. The most I got to display with the monitor plugged into the card was the desktop but with no mouse and it looked weird. (bunch of crazy lines) For good measure I went into safe mode ran driver fusion to remove AMD drivers and Intel graphics, shut down, installed card, plugged monitor into card and booted up. I would get the Mobo splash screen and get to my windows login. After logging in the screen would just go blank/flicker, then display nothing.

Anyway, I've already RMA'd the card back to Newegg for replacement. They should get it next week. Hopefully I'll have a replacement by the week after. I can't imagine the issue was on my end after all I tried. I'll update when I have something
