I would first check if the CPU is holding you back. Run openhardwaremonitor and see if it's at 100% usage or cores are maxing out when gaming. If it's not then something else is limiting fps.
The FX-8350 is still a very good chip. I wouldn't waste money upgrading it to an i7-4770K without a really good reason. Just a waste of money there. I would first upgrade the motherboard because the one you have is weak. And from there, upgrade the graphics card with the leftover money.

Ah, I still feel as if I'm going to buy a new motherboard, I might as well go intel. What do you think about that motherboard and intel processor I picked?

They work. If it's for gaming, the i7 is a waste of money because the i5 will offer almost the same results. The main difference is that the i5 does not have Hyper-Threading. If that's where you want to spend your money, go for it. I do not advice it because you don't gain much performance increase and you may later find that spending that $400+ to be rather disappointing.

Not necessarily, I replaced my 4.4ghz I5-3570k with a 3.4ghz xeon E3 1230 (I7) because it performs much better in recent aaa games (and also lots of other stuff too). Plus it was cheaper than the I5-3570k
