Suggestions on building a silent ~$1500 gaming pc(including peripherals)

Hello, I need help with building a completely new gaming pc from scratch (including monitors, keyboards, mouse, etc.).

I have an overall list of my parts here:

(including $100 Bose Companion II speakers; I couldn't find it on the parts picker)

I'm not really too concerned about overclocking but I really want it to run decently quiet, hence the Hyper 212 Evo and the extra cooling fans (however I'm not sure if they're really necessary, as the case and cpu already provides some fans). I originally wanted to stick to around a $1000 budget, but I don't know how that could be achieved with both the peripherals, wanting the pc to run quietly, and running games at ultra/high settings at 1080p.

If anyone could give me any ideas on how to lower the cost (other cheaper but still decent-looking cases, any parts I included that could've been taken out, cheaper options for mice/keyboards/speakers maybe?) it would help me out a lot! Opinions on whether I should really care about the loudness of the computer or maybe go for lower settings on games?

This is my first time building a pc, so I don't really know much about it; any help would be appreciated, thank you!

Hello Torpido, I'm a little new to this forum so I might not give you the best answer but, I think you should invest in asking a friend or two if they already have copies of an operating system. You could easily save yourself 100 dollars or more if you plan on getting a free copy. Installation is super easy as well. As for the case fans, I'm unsure if you seriously need 4 case fans as you want a quiet PC.
