GTX 760 vs R9 280?

I'm in the process of making the final decision for my build but after going over it one more time I'm stuck between choosing from a GTX 760 or a R9 280.

I will be running the GPU at base clock since I'm barely in the midst of learning to OC and dont want to risk my components.

My question is. I've seen that the 280 outperforms the 760 but every 280 I can find on Newegg, Amazon, etc is like 150+MHz lower than the 760. Does this affect the GPU in any significant way? I'm new to this and dont fully understand how clock speed works

amd 280 is about 5% faster average ...
on the other hand gtx 760 has lower power consumption and runs cooler under load ...

you cannot directly compare core frequencies of two different architectures (it does not work this way)

Oh ok thank you I guess I'll just go with the 760 since the 280 will only give me 5-10 fps if that, runs hotter, takes more power, and is like $40 more. This is my first pc build and am barely learning about all these things but thanks for the info
