No, it actually doesn't consume any electricity if you don't connect those f120mm fans.... LEDs consume very very little electricity and it's not going to go beyond the PSU that you put into the rig with all the peripherals connected, I'd say all the lights and fans would consume about 0.01% of your actual usage of electricity.
