Brand new mobo won't power CPU fan

I just assembled my new build. It posts and I installed Windows 8.1 on it. However, the CPU fan doesn't ever spin. I swapped out a different fan and that doesn't work either. The BIOS settings seem fine. I told it to run full speed all the time - nothing. I checked the connections inside, and they seem secure.

AS Rock has no phone # to call. I guess I need to send it back to Newegg?

Any other ideas?
